Repeal of Site Waste Management Plan (SMWP) legislation
The inflexible and unwieldy regulation on SWMPs was one of the reasons for the repeal, but the consultation discovered that the majority of respondents would continue to use SWMP in some form as they can help cost effective waste management.
Therefore, clients and main contractors are likely to still require the use of SWMP.
DIEM Ltd did support the repeal of the regulations with the reasoning that the cost of waste management would drive waste minimisation as shown in the Waste Hierarchy below:
I recommend the continued use of SWMP to help cost waste management, identify opportunities for cost savings and track waste produced during construction, as they are a useful tool in effective waste management, but now without the unnecessary regulations.
The repeal of the SWMP regulations does not remove any other waste Duty of Care regulations and requirements.
